Steve Maher, CSP PE
Principal Engineer
Steve Maher, CSP PE graduated from Duke University with a B.S. in Mechanical Engineering and Carnegie Mellon with a M.S. in Mechanical Engineering. He has over 35 years of experience in the PSM / RMP field. He is currently licensed in the State of California as a Mechanical Engineer and in the State of Pennsylvania as a Chemical Engineer.
Steve has focused his career in oil, gas, and refining and specializes in HAZOP/LOPA facilitation. He is also certified for several oil and gas corporations specifically for their HAZOP/LOPA methodologies. He has been an active participant in and regularly presents at the Global Congress for Process Safety (GCPS) Conferences for many years. Steve also participates in a number of other local workshops and conferences and is a regular presenter for Risk Management Professionals’ webinar series.
Stephanie Smith, PE
Principal Engineer
Ms. Stephanie Smith, PE graduated from California Polytechnic State University with a B.S. in Environmental Engineering and the University of Southern California with a M.S. in Environmental Engineering. Stephanie has over 13 years engineering consulting experience; 7 years in environmental remediation and over 6 years in process safety consulting. She is currently licensed in the State of California as a Civil Engineer and is also HAZWOPER certified.
Stephanie has focused her career in the ammonia refrigeration, cogeneration, and municipal industries. She is an active member of the Refrigerating Engineers & Technicians Association (RETA), serving on the RETA Los Angeles Chapter Board since 2015 and the RETA National Certification Committee starting in 2019. For IIAR, she is an active member and is currently serving the IIAR National Marketing Committee leading the subcommittee for the State of the Industry Report and serves at the Marketing Committee Vice Chair. She has presented at a number of National Conferences, as well as local engagements, and is a regular presenter for Risk Management Professionals’ webinar series.


Craig Stickelmaier, EIT
Senior ENGINEER I
Mr. Stickelmaier graduated from the University of California, Santa Barbara with a B.S. in Chemical Engineering. He has supported a multitude of projects, including PHAs utilizing HAZOP / LOPA methodologies and What-If/Checklist, CalARP/CAPP/RMP/PSM Programs, toxic and flammable gas dispersion modeling, regulatory Compliance Audits, and P&ID development and field verification.
In Spring 2019, Craig participated in the 15th GCPS Conference , where he presented a poster on “Using HAZOP/LOPA to Create an Effective Mechanical Integrity Program.” He is an active member of AIChE.
Ryan Bray
SENIOR TECHNICAL CONSULTANT
Mr. Ryan Bray has been a Technical Consultant immersed in multiple aspects of the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) Hazard Mitigation Plan (HMP) as well as emergency preparedness planning for over 6 years.
Ryan has provided support focused on Local Emergency Planning, Hazard and Risk Assessment, Benefit-Cost Analysis, Grant Writing and Applications, Urban Water Management Planning, and Debris Management Planning. He holds an ISO-100 certification and is a regular contributor to the Risk Management Professionals webinar outreach, as well as the key manager for marketing initiatives, such as workshops, conferences, and local events.

Jose Chavez
Project Engineer I
Mr. Jose Chavez graduated from the University of California, Riverside with a B.S. in Chemical Engineering. Since joining Risk Management Professionals, Mr. Chavez has been gaining experience in multiple aspects of the US EPA RMP, OSHA PSM, and CalARP Programs. He is well versed in system applicability assessment, provides facilitation for Process Hazard Analyses (PHAs), and conducts Compliance Audits for industries ranging from oil and gas to small business manufacturing.
Saige McCluskey
Project Engineer I
Ms. Saige McCluskey graduated from California State University, Long Beach with a B.S. in Chemical Engineering. Since joining Risk Management Professionals, Ms. McCluskey has been gaining experience in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development and Process Hazard Analyses (PHAs) for oil and gas projects. She is involved in scribing support for PHAs for MOC and multi-week projects.
Joyce Shen, EIT

Ms. Joyce Shen graduated from University of California, San Diego with a B.S. in Chemical Engineering and a Minor in Business. Since joining Risk Management Professionals, Ms. Shen has been gaining experience in Process Hazard Analyses (PHAs) primarily in oil & gas by performing scribing in single-day and multi-day PHA sessions.
