Steve Maher, CSP PE

Principal Engineer

Steve Maher, CSP PE graduated from Duke University with a B.S. in Mechanical Engineering and Carnegie Mellon with a M.S. in Mechanical Engineering. He has over 35 years of experience in the PSM / RMP field. He is currently licensed in the State of California as a Mechanical Engineer and in the State of Pennsylvania as a Chemical Engineer.

Steve has focused his career in oil, gas, and refining and specializes in HAZOP/LOPA facilitation. He is also certified for several oil and gas corporations specifically for their HAZOP/LOPA methodologies. He has been an active participant in and regularly presents at the Global Congress for Process Safety (GCPS) Conferences for many years. Steve also participates in a number of other local workshops and conferences and is a regular presenter for Risk Management Professionals’ webinar series.

John Johnson

Senior Engineer I

Mr. John Johnson graduated from University of California, Riverside, with a B.S. and M.S. in Chemical Engineering. He has over 6 years of experience in the development of US EPA RMP, OSHA PSM, and CalARP programs. In addition, he has focused his career in performing HAZOP, LOPA, and other risk assessment techniques at facilities around the United States, specializing in heavy industries.

John is certified on a number of oil and gas corporations’ specific HAZOP/LOPA methodologies and provides support to other industries including regulatory Compliance Audits and support, development of control narratives, Hazard Mitigation Plans (HMPs), Emergency Response Plans (ERPs), and Quantitative Risk Analysis (QRA). He maintains an active membership with the American Institute of Chemical Engineers (AIChE).

Stephanie Smith, PE

Senior Engineer I

Ms. Stephanie Smith, PE graduated from California Polytechnic State University with a B.S. in Environmental Engineering and the University of Southern California with a M.S. in Environmental Engineering. Stephanie has over 13 years engineering consulting experience; 7 years in environmental remediation and over 6 years in process safety consulting. She is currently licensed in the State of California as a Civil Engineer and is also HAZWOPER certified.

Stephanie has focused her career in the ammonia refrigeration, cogeneration, and municipal industries. She is an active member of the Refrigerating Engineers & Technicians Association (RETA), serving on the RETA Los Angeles Chapter Board since 2015 and the RETA National Certification Committee starting in 2019. For IIAR, she is an active member and is currently serving the IIAR National Marketing Committee leading the subcommittee for the State of the Industry Report and serves at the Marketing Committee Vice Chair. She has presented at a number of National Conferences, as well as local engagements, and is a regular presenter for Risk Management Professionals’ webinar series.

Aleksandar Metulev

Senior Engineer I

Mr. Aleksandar (Aleks) Metulev graduated from the University of California, Irvine with B.S. in both Chemical Engineering and Materials Science and Engineering. He has over 5 years of experience as a facilitator for Risk Management Professionals in heavy industries and is LOPA certified for Phillips 66, and is a qualified facilitator for Marathon, Valero, and Western Refining.

Aleks also supports projects for water treatment and distribution, agriculture, ammonia refrigeration, pharmaceuticals, and general chemical industry. He has maintained active involvement with AIChE for several years and is a regular presenter for Risk Management Professionals’ webinar series.

Morgan McVey

Senior Engineer I

Ms. Morgan McVey graduated from the University of California, San Diego with a B.S. in Chemical Engineering and the University of California, Irvine with an M.B.A. She has over 4 years of experience as a facilitator for Risk Management Professionals and has focused her career in the oil, gas, and refining industry. Morgan is certified for several oil and gas corporations in their specific HAZOP/LOPA methodologies.

Morgan also supports other product lines offered by Risk Management Professionals, including HAZID studies, RAGAGEP Gap Analyses, regulatory Compliance Audits, development of operating procedures, and Incident Investigations. She also provides support to the chemical manufacturing, water treatment and distribution systems, agriculture and fertilizer, ammonia refrigeration systems, cogeneration, pharmaceuticals and medical devices, and aerospace chemical milling industries.

Jasmin Dhaliwal

Project Engineer II

Ms. Jasmin Dhaliwal graduated from the University of California, Irvine with a B.S. in Chemical Engineering and minor in Materials Science Engineering. She has focused her career in heavy industry and has been involved with HAZOP facilitation support, What-if and Checklist analyses, toxic and flammable gas and liquid dispersion modeling, regulatory Compliance Audits and support, P&ID development, SOP development, and Hazardous Materials Business Plans (HMBPs).

Jasmin supports other industries, including geothermal power generation, cogeneration, chemical and materials manufacturing, water treatment and distribution systems, and ammonia refrigeration systems. She has maintained an active membership with AIChE for several years.

Carine Black

Project Engineer II

Ms. Carine Black graduated from University of California, Santa Barbara with a B.S. in Chemical Engineering. She provides support on a multitude of projects and is mostly focused in the oil and gas industry. She is a vetted facilitator for several heavy industry corporations in their specific methodologies.

Carine has hosted several educational webinars on a wide variety of subjects involving HAZOPs, LOPAs and CFATS, as well as published papers for GCPS. She is also involved with regular presentations in Risk Management Professionals’ webinar series. Carine is an active member of AIChE and the Society of Women Engineers (SWE).

Katya Mandziuk

Project Engineer I

Ms. Katya Mandziuk graduated from the University of California, Irvine with a B.S. in Chemical Engineering. She has focused her career in heavy industry and has been involved with projects to update P&IDs and conducted field walkdowns to verify P&ID accuracy, PHAs utilizing HAZOP and What-if / Checklist methodologies, operating procedures development, and toxic dispersion modeling for Hazard Assessments / Offsite Consequence Analyses (OCAs).

Katya supports a variety of industries and is regularly presenting in the Risk Management Professionals webinar series. She maintains active memberships with AIChE and the American Associate of University Women (AAUW).

Oscar Hernandez

Project Engineer I

Mr. Oscar Hernandez graduated from the University of California, Riverside with a B.S. in Chemical Engineering. Since joining Risk Management Professionals, he has contributed to projects in the ammonia refrigeration and oil / gas industries. He has been immersed in multiple aspects of RMP, PSM, and CalARP Program development, PHAs utilizing HAZOP and What-if / Checklist methodologies, regulatory Compliance Audits, P&ID review and operating procedures development, maximum inventory assessments and calculations, and toxic dispersion modeling for Hazard Assessments / Offsite Consequence Analyses (OCAs).

Oscar supports a variety of projects, attends local RETA events, and is a regular presenter on the Risk Management Professionals’ webinar series.

Craig Stickelmaier

Mr. Stickelmaier graduated from the University of California, Santa Barbara with a B.S. in Chemical Engineering. He has supported a multitude of projects, including PHAs utilizing HAZOP / LOPA methodologies and What-If/Checklist, CalARP/CAPP/RMP/PSM Programs, toxic and flammable gas dispersion modeling, regulatory Compliance Audits, and P&ID development and field verification.

In Spring 2019, Craig participated in the 15th GCPS Conference , where he presented a poster on “Using HAZOP/LOPA to Create an Effective Mechanical Integrity Program.” He is an active member of AIChE.

Michael Pfaff, EIT

Project Engineer I

Mr. Michael Pfaff graduated from University of California, Riverside with a B.S. in Chemical Engineering. He provides support on a multitude of projects, including PHAs utilizing HAZOP/LOPA and What-If/Checklist methodologies, CalARP/RMP/PSM Programs, regulatory Compliance Audits, and P&ID development.

Michael has participated regularly in Risk Management Professionals’ webinar series and is an active member of AIChE.

Ryan Bray

Technical Consultant

Mr. Ryan Bray began in industrial / environmental health and safety assisting in technical workshops, marketing activities, and various types of safety plans in 2010. For over 6 year, he has been a Technical Consultant immersed in multiple aspects of the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) Hazard Mitigation Plan (HMP) as well as emergency preparedness planning.

Ryan has provided support focused on Local Emergency Planning, Hazard and Risk Assessment, Benefit-Cost Analysis, Grant Writing and Applications, Urban Water Management Planning, and Debris Management Planning. He holds an ISO-100 certification and is a regular contributor to the Risk Management Professionals webinar outreach, as well as the key manager for marketing initiatives, such as workshops, conferences, and local events.

Bailey Klepacki

Project Engineer I

Ms. Bailey Klepacki graduated from the University of California, Irvine with a Bachelor of Science degree in Chemical Engineering.  Since joining Risk Management Professionals, Ms. Klepacki has been gaining experience in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development.  Ms. Klepacki has been involved with PHA scribing support, toxic and flammable gas and liquid dispersion modeling, Compliance Audits and support, and hazardous materials inventory calculations.

Ms. Klepacki has also been exposed to the field of Hazard and Risk Analysis by assisting in a Risk and Resilience Assessment that involved scribing and navigating the Vulnerability Self-Assessment Tool (VSAT) 2.0. When it comes to increasing Risk Management Professional’s project opportunities, she is succeeds in putting together cohesive cost proposals in accordance with various Request for Proposals from clients.

James de Graw

Project Engineer I

Mr. James de Graw graduated from University of California, Riverside with a Bachelor of Science degree in Chemical Engineering, focusing in Biochemical Engineering. While pursuing his undergraduate degree, he served as an Undergraduate Researcher for the Chemical Engineering Department at UCR. In 2018 and 2019, he served on the UCR AIChE Board as the Vice President Internal, where he was in charge of internal contact, club meetings, plant tours, and planning networking events.

In the time that Mr. de Graw has been working with Risk Management Professionals, he has been involved in a number of different CalARP/RMP/PSM/CAPP projects that use high-end qualitative and/or quantitate risk analysis techniques for decision making including development of CalARP/RMP/PSM/CAPP programs, Compliance Audits, PHAs/HRs, P&ID development,  and site walkdowns. In addition to client communications and projects, Mr. de Graw took lead on the full development of Compliance Audit checklists for all CalARP/RMP/PSM program levels and regulatory variations. These checklists are currently utilized by all Risk Management Professionals personnel for all facility Compliance Audits. In addition, he has hosted educational webinars on topics such as Operational Safety and Process Control Philosophies and on developing program compliance with NDEP CAPP.

Kayla Cervera, EIT

Project Engineer I

Ms. Kayla Cervera graduated from the University of California, Riverside with a B.S. in Chemical Engineering. Prior to working with Risk Management Professionals, she was a staff engineer at an environmental consulting company specializing in air quality and waste management regulations and is currently HAZWOPER certified. She has supported a multitude of projects, including PHAs utilizing HAZOP / LOPA methodologies and What-If/Checklist, CalARP/CAPP/RMP/PSM Programs, toxic and flammable gas dispersion modeling, and regulatory Compliance Audits.
