Steve Maher, CSP PE
Principal Engineer
Steve Maher, CSP PE graduated from Duke University with a B.S. in Mechanical Engineering and Carnegie Mellon with a M.S. in Mechanical Engineering. He has over 40 years of experience in the PSM / RMP field. He is currently licensed in the State of California as a Mechanical Engineer and in the State of Pennsylvania as a Chemical Engineer.
Steve has focused his career in oil, gas, and refining and specializes in HAZOP/LOPA facilitation. He is also certified for several oil and gas corporations specifically for their HAZOP/LOPA methodologies. He has been an active participant in and regularly presents at the Global Congress for Process Safety (GCPS) Conferences. Steve is also a regular presenter for Risk Management Professionals’ webinar series.
Craig Stickelmaier, EIT
Senior ENGINEER I
Mr. Stickelmaier graduated from the University of California, Santa Barbara with a B.S. in Chemical Engineering. He is immersed in multiple aspects of the RMP, PSM, CalARP, and CAPP Programs. He has focused his efforts on HAZOP/LOPA/HCA facilitation, as well as HAZID and What-If/Checklist methodologies. In addition, Mr. Stickelmaier leads support for state and federal regulatory program developments and compliance auditing, and he has lead projects in P&ID development and field verification.
Mr. Stickelmaier has presented at multiple GCPS Conferences and is an active member of AIChE. He is an active presenter and developer of Risk Management Professionals outreach products.
Brian Camey, EIT
Senior ENGINEER I
Mr. Brian Camey graduated from California State Polytechnic University, Pomona with a M.S and a B.S. in Mechanical Engineering. Since joining Risk Management Professionals, Mr. Camey has been gaining experience in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development and Process Hazard Analyses (PHAs) for a variety of projects.
Kevin Cardoza
Project ENGINEER I
Mr. Kevin Cardoza graduated from University of California, Riverside with a B.S. in Chemical Engineering. He supports RMP, PSM, and CalARP Program development and Triennial Compliance Audits for wastewater treatment facilities, industrial refrigeration systems, and cogeneration facilities. Mr. Cardoza supports PHA studies utilizing HAZOP and What-If / Checklist methodologies as a scribe and facilitator, as well as supports projects requiring toxic and flammable dispersion modeling.
Mr. Cardoza is actively involved in Risk Management Professionals’ support for industrial refrigeration non-profits, including RETA and IIAR. In addition, he is the lead engineer in Risk Management Professionals’ international outreach, focusing on South America.
Braulio Armenta, EIT
Project ENGINEER I
Mr. Armenta graduated from the University of California, Irvine with a Bachelor of Science degree in Chemical Engineering with a specialization in Energy and Sustainability. Currently, Mr. Armenta provides technical support as a Project Engineer for Risk Management Professionals.
Since joining Risk Management Professionals, Mr. Armenta has been immersed in multiple aspects of the US EPA RMP, OSHA PSM, and CalARP Programs. More specifically, he has been involved with:

Kathia Brown
Project ENGINEER I
Ms. Brown graduated from San Diego State University with a Bachelor of Science in Mechanical Engineering. She currently serves as a Project Engineer with Risk Management Professionals, providing technical support on a wide range of process safety, emergency management, and regulatory compliance projects.
Since joining Risk Management Professionals, Ms. Brown has gained experience supporting numerous U.S. EPA Risk Management Program (RMP), OSHA Process Safety Management (PSM), California Accidental Release Prevention (CalARP), and Nevada Chemical Accident Prevention Program (CAAP) projects. Her technical experience includes:
- Process Hazard Analyses (PHAs), including Hazard and Operability (HAZOP) Studies
- Compliance Audits
- Toxic and Flammable Gas and Liquid Dispersion Modeling
- CalARP, EPA RMP, OSHA PSM, and Nevada CAAP program development and updates
- Risk and Resilience Assessments (RRAs) and Emergency Response Plan (ERP) development for water utilities
- Local Hazard Mitigation Plan (LHMP) development, including hazard identification, risk assessment, mitigation strategy development, and stakeholder coordination
Ms. Brown is an active member of both the Refrigerating Engineers & Technicians Association (RETA) and the International Institute of All-Natural Refrigeration (IIAR). She regularly participates in industry conferences and technical training to stay current with evolving regulations, industry best practices, and advances in process safety and refrigeration systems.
Antonio Yambot

Mr. Yambot graduated from the University of California, Los Angeles with a Bachelor of Science degree in Mechanical Engineering. Currently, Mr. Yambot provides technical support as a Project Engineer for Risk Management Professionals.

Shireen Kulkarni
Technical Consultant
Since joining Risk Management Professionals, Ms. Shireen Kulkarni has served as Project Manager for Local Hazard Mitigation Plans (LHMPs), Emergency Operations Plans (EOPs), and Risk and Resilience Assessments (RRAs)/Emergency Response Plans (ERPs) for public agencies throughout California. She has successfully managed planning efforts for cities, special districts, water and wastewater utilities, harbor districts, and other local agencies, overseeing projects from initiation through final adoption.Â
Ms. Kulkarni works closely with agency staff, partner organizations, Cal OES, and FEMA reviewers to ensure plans satisfy regulatory requirements while providing practical, actionable strategies that enhance community resilience. In addition to managing municipal planning projects, she supports the firm’s municipal business development and marketing initiatives, helping expand Risk Management Professionals’ emergency management and resilience planning services throughout California.
